Exegesis

Verse 20 tells us that no man can see the face of the Lord and live. Other scriptures (e.g. Moses 1:11, Ether 3:13) teach us that some people have seen the face of God. (Is verse 11 of this same chapter one of those?) D&C 84:21-23 explains that it is through the ordinances and authority of the priesthood that we can see the face of God. Further these verses explain that Moses worked so that his people could share in this blessing, i.e. so they also could see the face of God.
