Verses 11 and 13
If Ephraim is talking in verse 10, then the repetition in verse 13 may be Isaiah (or whoever the author-prophet is) turning their own words against them. This enriches the irony of verse 11 where Isaiah says "and another [foreign] tongue will he speak to this people".
