It is odd that after explaining how endless is a name for God, the phrase endless torment is replaced with God's punishment. No explanation is given for substituting punishment for torment. So why is the substitution made?

Maybe the reason for this change is simply because God's torment could be understood as the torment which God receives and what is meant instead is the torment He gives. Saying God's punishment more clearly refers to the punishment God gives (since we wouldn't expect him to receive punishment). The need though to avoid the interpretation of God's torment as meaning the torment God received is surprising given that verses 17 and 18 actually say that this torment (there called suffering) is the same suffering God (i.e. Christ) received.

Alternatively, maybe the reason punishment is now substituted for torment is to avoid any hint that God enjoys tormenting. Substituting the word punishment places the suffering in the correct context.
